well i've read all the information for rpga on line, but i'm still confused as to how to start a character and everything, i've been out of the DnD loop for a little while, and any help would be great

This site was really active for the RPGA until recently when they announced 4.0 . Its free to sign up you just have to get a hold of a form. I have several and i live in woonsocket if you ever want to drop by and pick one up.

Here are some yahoo groups with information. You should also check out the LGCS which is basically the rule book / manual as to what is/isnt allowed in RPGA. Character creation is done by 28 point buy system as described in the Dungeon Masters Guide.
